On 29 July, Ofgem opened a consultation on what it calls the Data Centre Commitment Fee: a payment of 237,500 to 712,500 GBP per megawatt, equivalent to roughly 2.5 to 7.5 percent of a typical project's cost, due the moment a developer accepts a grid connection offer. Eleanor Warburton, Ofgem's Director for Energy System Design and Development, framed the aim plainly: "The connections system must work for consumers and for projects ready to invest, build and connect." The fee is refunded once the site energises and forfeited if the developer exits the queue before then.
The context is a queue that outgrew the network planning behind it. UK contracted demand-connection applications rose from 41 gigawatts in November 2024 to 125 gigawatts by June 2025, and data centres alone account for an estimated 73 to 80 gigawatts of that total, several times the capacity the grid can realistically deliver on any near-term timeline. Roughly 7.8 gigawatts of projects have already been fast-tracked under earlier reforms, but the bulk of the queue behind them is unpriced and, Ofgem argues, substantially speculative.
Why a Refundable Deposit Works Where a Deadline Did Not
Grid operators have tried deadlines before, and speculative developers routinely absorb them: miss one, resubmit, hold the slot anyway, because the cost of losing a place in the queue was zero. A cash sum due on acceptance changes that arithmetic immediately. A developer with financing, a customer and a genuine construction timeline gets the money back at energisation and treats the fee as working capital tied up for the build period. A developer holding a slot only to keep options open, or to sell it on, now has to fund 2.5 to 7.5 percent of the project's cost with no certainty of ever recovering it.
The new queue-management milestones reinforce the same logic from a different angle. Alongside the fee, developers must now demonstrate financing in place, commercial maturity and active procurement to retain their position, which means a fully paid deposit no longer guarantees a slot on its own. Ofgem is stacking a financial filter on top of an activity filter, closing the two routes speculative capacity previously used to sit in the queue indefinitely.
What This Changes for Anyone Planning UK Compute
For a hyperscaler, colocation operator, or any enterprise planning a UK data hall, the fee is now a line item in the feasibility study, not a footnote in the connection agreement. A 50 megawatt facility, for example, faces a commitment payment of roughly 11.9 to 35.6 million GBP, refundable but only on delivery, which materially changes the cash a developer must have staged and available before construction even begins. Any UK expansion plan currently modelling grid connection as a fixed queue-position cost, rather than a capital outlay with a delivery-contingent refund, is working from a specification Ofgem is actively retiring.
The wider signal matters beyond data centres. Ofgem is treating grid capacity as a scarce, allocatable resource with a price on reservation, not a first-come queue, and the consultation period running to 16 September 2026 is the only window in which the exact figures can still move. An operator with a live application, or one planning to file this year, has a real incentive to read the consultation and respond, because the bands set now will apply to whatever it submits next.
The Precedent Other European Regulators Are Watching
The UK's queue crisis is not unique. EU transmission operators coordinated through ENTSO-E, and national regulators overseen by ACER, face the same pattern of speculative demand applications inflating interconnection queues faster than networks can be built out. Ofgem's answer, a refundable financial commitment tied to a demonstrable build plan, is a live test case other regulators are watching before they legislate their own version. If it works, expect a similar deposit-and-milestone regime to arrive on the continental grid within a few years, priced differently but structured the same way.
Until then, GBP and EUR jurisdictions diverge in cost of entry: at current exchange rates the top band works out to roughly 820,000 EUR per megawatt. Most European grid operators still allocate connection capacity through non-financial criteria alone, and that gap is itself information about where speculative capacity is likely to move next.
