A Queue Eleven Gigawatts Deep
Eleven gigawatts of data centre capacity are sitting in the connection queue of RTE, France's state grid operator, and in the worst cases the wait to actually get wired to the grid runs close to a decade.
The queue exists because France became the obvious address for AI infrastructure money. Its grid runs on nuclear power at roughly 42 grams of CO2 per kilowatt-hour, against a global average near 472, and its electricity sells for about a sixth of what a comparable buyer pays in Germany. Developers have pledged something in the region of 93 billion euros in French AI data centre capacity on the strength of that math. What that pledge does not buy is a place at the front of the line: even a project announced early can wait two to five years between the press release and the day power actually reaches the site.
Two Fixes, Passed Eight Months Apart
RTE moved first. From August 1, 2025, the operator gained the power to reduce a developer's allocated grid capacity if actual power use falls short of what was reserved, turning a queue slot from a permanent asset into something that can be taken back.
The French government moved second. A law on the simplification of economic life, published in the Official Journal on May 27, 2026, created a new label: Projet d'Interet National Majeur, or PINM. A prefect can now reorder RTE's queue to move a PINM project ahead of others already waiting, where congestion has pushed the delay past five years. Qualifying depends on a project's investment size, installed power, and its contribution to the digital transition, the ecological transition, or national sovereignty. The prefect's authority to reshuffle the queue this way is explicitly temporary: it expires on March 10, 2027.
The Permanent Rule Starts After the Temporary One Ends
RTE's own Connection Procedure Document, dated February 12, 2026, describes a separate and more lasting change: a shift, expected from January 1, 2027, away from first-come-first-served and toward first-ready-first-served. Under that rule, capacity goes to whichever project can actually use it, regardless of how long ago it entered the queue.
Line up the two dates and the sequence looks almost backwards. The political fast-track, PINM, only runs until March 10, 2027. The structural fast-track, readiness over seniority, only starts on January 1, 2027. For roughly nine weeks the two rules overlap; after March 10, 2027, only readiness decides who moves up the queue. A PINM label buys at most a two-month head start.

What This Means If Your AI Roadmap Runs Through France
If a business plan depends on French data centre capacity, the announcement is not the milestone that matters. A signed RTE connection is. SoftBank's Dunkirk project and the MGX-Mistral project near Paris already hold secured connections and now look like the closest thing France has to a template for being ready; a large share of the other pledged capital still sits behind them in the queue, exposed to a clawback rule that punishes idle allocation and a deadline that removes the one political shortcut available to a project without a finished connection.
The question worth putting to any vendor whose AI capacity plan runs through France is not whether the project was announced, but whether it has power. After March 10, 2027, nothing else moves a project up the queue.
