Four Cities Got a Quantum Computer Each

In Munich, a superconducting quantum processor called Euro-Q-Exa now shares a machine room with one of Europe's largest supercomputers. Near Paris, a photonic system named Lucy runs on light instead of electrical circuits. In Poznan, Piast-Q holds its qubits in trapped ions, and in Ostrava, VLQ runs a second superconducting design. Four cities, four technologies, one network: the quantum computing infrastructure the EuroHPC Joint Undertaking has spent years building across the European Union.

On 25 June 2026, the EuroHPC Joint Undertaking said it was opening free pilot access to that network. The first application cutoff, 1 August 2026, has already passed. The offer is no longer a plan on a roadmap slide. It is a working system that a European researcher, public agency or company can apply to use today.

What the Pilot Access Call Actually Grants

The Quantum Access Pilot mode is open to what the EuroHPC Joint Undertaking calls all categories of users: academia, the public sector and industry. Applications go through the EuroHPC access portal and are meant for a specific kind of work: collecting performance data, testing whether a method runs on real hardware, developing code and algorithms, building workflows, and training staff on quantum systems. It is not a production contract. It is a documented, supported way to find out what these machines can and cannot do for a given problem.

The call stays open on a rolling basis, with a new cutoff on the first of every month through December 2026: August, September, October, November, December, each at 10:00 CET. A successful applicant gets access within two weeks of the cutoff, for a project lasting three or six months, with quantum processing time allocated per system. A team that applies for the September cutoff could be running code on sovereign European hardware before the year is out.

Eight Machines Funded, Two More on the Way

The four machines open for pilot access are part of a larger build-out. The EuroHPC Joint Undertaking has funded six quantum computers directly and co-funded two more through the HPCQS project, an EU initiative pairing quantum processors with existing supercomputers. Two additional systems are now planned for the Netherlands and Luxembourg, with procurement for the Luxembourg machine already under way as of late July 2026.

None of this is a single flagship project. It is a distributed grid, deliberately spread across member states rather than concentrated in one national lab, so that access to sovereign quantum hardware does not depend on any single government's budget or any single supplier surviving the next funding cycle.

The Choice This Puts in Front of a European CTO

For a technology leader drafting next year's compute strategy, quantum access has mostly meant one thing: renting time on a US cloud platform, or increasingly, a Chinese one. That default was not really a choice. It was the only queue in the room. EuroHPC's pilot call changes the arithmetic: a free, European-hosted alternative now exists, with no procurement negotiation, no export-control ambiguity, and no dependency on a foreign platform's pricing or availability.

This is not an argument that these four machines can already outperform a mature commercial quantum service. Qubit counts here are still measured in the dozens, not the thousands, and the pilot mode exists precisely because the hardware is still being characterized. The argument is narrower and more useful: before a 2027 budget line gets written around a foreign cloud subscription by default, a European researcher or CTO now has a genuine, low-cost way to find out what sovereign quantum hardware can do for their own workload, this year.

The Clock Is Already Running

The first cohort of pilot users is already inside the two-week access window that follows the 1 August cutoff. The next chance is 1 September, then the first of every month after that through December. Each missed cutoff is not a lost opportunity so much as a delay of exactly one month, but for a team still deciding whether to bother applying, that delay compounds against a schedule that only runs through the end of the year.

Europe built four working quantum computers, in four countries, on three different kinds of qubit. It has now done the less glamorous thing: opened the door and told people how to walk through it.
